Now, I just watched Tears of the Sun last night (post on Antoine Fuqua coming soon, probably), so maybe I'm a little sensitive to shit like this right now but this is the most fucked up anti-humanist thing I've ever heared of the labour government trying to pull. If you ask me this is grounds for guerilla style execusion of major members of the home office for being pretty lousy human beings. Seriously, gimmie a machette and 5 minutes alone with them, I'll make them understand the depth of human suffering that comes along with having HIV.
